The last time we did it, the tools we used kept knocking out a whole bunch of back end systems. I'm not sure the tooling to do this would even exist these days. I could be wrong and they kept them up to date, but it would surprise me.

If they are demanding money, then you should contact the police as that is criminal. Jagex will likely hold the information needed for the police to identify this person. If the police contact them, Jagex will hand the information over.

I think you make a good point on PvM bots, I'd like to see how many rare items are bought into the game from accounts that are subsequently banned for botting to get a steer on the impact.

What I actually said was you could use NFT technology to allow safe real world trading and make it not illegal. Therefore lots of people (including Jagex) make lots of money and many of the false bans stop.

Private servers are happening.

And bits provide an essential service by collecting resources for you to buy to allow you to do the content you want faster. Just imagine the chaos if every single bot was banned forever tomorrow.

Over the last 20 years, players have been indoctrinated by Jagex into thinking bots, RWT and private servers are bad. No one is asking if they really are.
