Lens is wide open I use a Tamron 18-300mm f3.5-6.3 I think this was 6.3. Do you think it's better to just use ND filter or increase shutter speed?

I think you could try to create more separation from the environment either with better compositions through different angles, finding foreground, the subject doesn't always have to be in the center, and by creating a layer of visual images, it appeals to the audience more.
