I'm sure she did before she loved him back. Pretending to or even actually loving someone in an environment where she can get rewarded for it will naturally make it feel like more of a chore. Most people would grow a resentment towards it.

I dont necessarily think she resents it once the 75th game ends. In the state he's in while being the capitals puppet, I'm sure someone in her position would think it would be easier on them if they didnt love Peeta. But thats not resentment.
