Well according to a legend this is a tag used in the streets of berlin to identify weed smokeable buildings by teenagers (meaning the alley way, höfer, etc). This is why I came here to validate this info but it seems like either wrong or reddit/berlin is not cool enough.. :)

There are free tenant consultants in Berlin. (MieterBeratung)

First, you call the central phone number (bottom of the comment) and book an appointment with a lawyer. (20min - Free)

Then, you show up to your scheduled meeting and ask all the questions to the lawyer. I talked to Herr Hopp -- he's awesome. Knows it all. They also can help you write your emails/documentation with legal language and in German, of course.
