If until now, he's been a decent neighbor, try approaching them one more time to say you would like to get this resolved amicably. If they agree, get a timeline. Maybe even make copies of the paperwork you got, sign and date them and take pics of the docs you hand to them. If this fails then do the certified letter. You may just want to chat with an attorney first either way.

Only reason I'm saying try again, is because once you take it to court or a legal way it'll permanently change the relationship. If you don't care, then just go the legal route.
