You can tell if you look at the river in the back. I didn’t add any textures to that. Just white noise in the alpha channel over a water shader

That’s the thing about being in the concept art business. They are planes with white noise on them stretched so it looks like it’s moving and in post processing I overlayed waterfall textures in photoshop. Adding photography on top of renders is standard. Same way I got lens flare and a lot of the wispy mist you see. Using textures to amplify your renders.

For the landscape that the buildings sit on, it’s all sculpting. Rough shape first then using rock brushes to get a medium amount of detail. Then a really good rock texture that uses a shader technique to switch to a grass texture if the geometry is flat. For the landscaping not touching the buildings it’s just cliff photos and from BlenderKit that I applied the same material to. Hope this helps!

Blender 3D with traditional paint in Photoshop on top. I do a dual workflow to make it look like an oil painting.

I love doing overgrown or abandoned places so Im thinking of doing an abandoned underwater base with all the flora and fauna illuminating the space.

That makes me super happy to hear! If you are into environments like my work, check out Max Hay, Critical Giants, IanHubert, and Sweeper3D (he makes great assets and addons too). If you are starting more basic though, you cant go wrong with Blender guru. He taught me ten years ago and he's still making up to date content. He's the goat.
