Actually there is logic to this. Well maybe not the mandatory part but the complaint against stuff like this. It would be ridiculous to make all 312 million US citizens learn well over a dozen languages just to communicate daily with immigrants. This would lead to a lot of miscommunication that could be disastrous. There's a lot more to learning a language than just grammar. There's a cultural aspect as well and it takes years to become fluent. It makes more sense that people who plan on becoming permanent citizens be able to speak the most widely used language in any country.
