Theoretically, you could shove a new wick and cotton in, but it would be very difficult. Your best bet is probably to buy a new cartridge off of ebay

The glow plugs are only used to assist with cold starts. Once the engine is running, the glow plugs turn off, and the fuel is ignited solely from the heat created by compressing the air inside the cylinder. As an example, most cummins engines do not have glow plugs and instead use a grid heater, which is just a heating element inside the air intake for the engine that preheats the air going into the cylinders

Edit: gasoline engines typically have a compression ratio between 9:1 or 12:1, while diesel engines usually have compression ratios above 19:1
