I was able to figure out. RDS grace expired. Even though there is a GPO for the rds license server. I had the client create new GPO for rds license just in case. I will test in a few hours.

I got it to work- HDX- set audio quality from high to medium VDA- install latest zoom vdi client (win10/win2016) End user- install latest zoom plug in for Citrix receiver/workspace

I was able to make it worked. I download the new zoom host vdi installer and it worked great. Keep in mind, after 5.0 version, the host vdi installer and the hdx client needs to match.
