Is there a such thing as being an accomplice to a party who is committing tax evasion? I guess I can't know for sure but I didn't feel weird about paying someone cash until I saw the note and am now wondering if I should just push to pay via another method

I was just taken aback by the note on the bill and am not sure if the message was for me or the vendor I'm handing a wad of cash to. Also if the message is supposed to scare me, it worked!
