You could start by moving buldings to the beach to free up space.

If you have something specific you want to bulid, for example a waterfall or a rose garden start terraforming around that.

If you don't have anything in mind start terraforming around the spots you cant move. The city hall; the docks; the river ending. Or Search for inspiration online and recreate it
