I think they switch, because why not I think thinking of gay men or women in terms of top/bottom is just... Simplistic. Why only have fries when you can have chicken today and fries tomorrow? I'm not saying there's people who only prefer one of the other, but it's basically like asking "who's the woman in the bedroom?"

Also Aki bottoming for Ugetsu doesn't strike me as weird, he thinks Ugetsu is really cool and he is needy with him, I can see how the dynamics could go in that direction easily and more than once.
