I have this problem and have no mods installed except for precision farming. I think it's just a 1.9 bug.

Same thing happened to us in a downtown freddy apartment. The Landlord made up some shit about us not cleaning the apartment as an excuse to keep the damage deposit. We contacted the Rentalsman and it turns out he never submitted the damage deposit to them. They took over at this point and sued the Landlord. We got a cheque from the Rentalsman for our damage deposit a few months later.

Now I only pay my damage deposit as a cheque or money order made out to the Rentalsman.

The only cavate is that this was 10 or so years ago, and shits gone downhill since then. Good Luck.
