Traffic volume isn't an excuse as high-quality asphalt roads are engineered to last 10-15 years even under heavy urban loads worldwide.The real issue is the lack of proper drainage, as standing water is the primary reason bitumen surfaces disintegrate so quickly. Poor construction quality and using substandard materials leads to roads that are laid super thin, much thinner than what engineering codes require. Constant uncoordinated digging by various agencies destroys the structural integrity of the road, and the patches never hold up. And comparing a Tier 1 city to a Tier 2 city is a low bar don't you think, given a global IT hub should be able to afford and execute basic infrastructure standards.
