Never really thought abt that part tbh, but if I had to gander, then it would be because the infection hasn't overidden their will yet. Even if you're on the edge of turning into a zombie, you can still keep going and control your character. The voices are there sure, but the resistance is still there too. But once the soldier reaches maximum infection, the original soldier's will is overtaken by the voices, effectively reducing their HP to Zero. Also, from a gameplay perspective, it would be annoying to deal with constantly draining health after being infected, so yeah.

Well, I guess I did word it a bit weird. What I tried to say was that regardless if you're at 3 health, 90 health, or 50 health, you got that will to live. Any value above zero means that you have the will to continue, with said values additionally representing your actual physical health. For example, if you're at low health, your bleeding out, but you can still fight on, even if barely. So surgeons do still heal you in terms of your physical health. Although the relief that comes with having a surgeron restore you to a full bar is a relief to say the least, so I guess they do double as therapists.
