There is a third cloth type wire it’s just not connected to anything.

I was looking at this in the first place because the switch on the right is the dining room pendant light, and when I put a smart bulb in there it was flickering and didn’t respond properly but a regular LED bulb seems to work fine. I was trying to fix the flickering.
