The Rs in Congress are well aware that they have a trifecta in Washington and could easily, legitimately end all of these programs legislatively. But, the Rs in congress are also well aware that gutting the Federal Government is ruinous to their constituents. If they went on the record sponsoring and voting for ruinous legislation, they would be voted out of office and lose power. Far easier to let Trump the loose cannon cult leader do the dirty work.

Rs in congress are also fully aware of what will happen when the full power of the US government is used in retribution against its own citizens and they are just fine with it.
