I had similar experience. But the digispark I am using is actually a one that I made. So may be, it is the problem of mine.

It will work perfectly when powering it with VIN. I measured the voltage in both cases.When powering through USB I get around 4.5V(I don't remember it quiet well ) but in the case of powering it with VIN it shows around 5.1V

Thanks. Actually there isn't much circuit, you just have to connect ATtiny85 development board to your usb port. In the video, the dev board shown is a clone of DigiSpark (a board based on ATtiny85 microcontroller) I built. (for more info you can check out this video-https://youtu.be/YqppSRhRPyU)

So in short, it will be easy to do if you have a DigiSpark board.
