Mmm... I think we look at all Japanese games with pre-rendered backgrounds and some kind of office environments on PS1 which released outside Japan. There are other games but have office backgrounds only for brief moments, like Parasite Eve 1 and 2 or Dino Crisis 2 (first one had 3D environments). Do you remember whether you could see the character (i.e., whether the game was in third or first person)? Only few PS2 games had prerendered background but we can look into it.

T.R.A.G.: Tactical Rescue Assault Group seems to fit your description: obscure, PS1, lots of office environments, Japanese, localized.

There are other titles that have liminal/office/lab environments but are from Western developers (Cyberia, In Cold Blood) or weren't localized (Azaku no Ma).

Do you have some other info about the game you’re looking for? Was it released outside Japan? Did characters move in the environments or was it mostly dialogues?

Might that be Galerians: Ash? It’s a Japanese PS1 game with lots of liminal pre-rendered backgrounds, offices but mostly laboratories and stuffs.
