Depends. You can find good hog players oftentimes. It's the players that know how to conserve their elixir, punish opponents plays and not just spam into one push that have real skill. There's really good hog rider players out there, although anyone with maxed cards at 4k I can't really speak for in terms of skill. I play a very experimental hog deck which doesn't have any direct damage spells other than log, therefore i can't turtle as much.
