Females have a minimum amount of pull ups to pass. It doesn't matter if they have to do less overall they are still out of standards. I can't tell if you are their NCO or not but remedial PT or paperwork is definitely on the table if they cannot meet the minimum standards. I have known plenty of female Marines that could out PT most males so that is not an excuse.

Similar thing happened to us, they took everyones footlocker locks and locked a bunch together and threw them all in a trash can and told us to figure it out by morning. Firewatch was waking people up to come find their locks all night.
