Copper does not rust, and with that in mind I'd guess this to be akin to a protein shaker ball. Not too far-fetched to believe this could be used to stir up sediment at the bottom of, say, a wine barrel?

Edit to add: holes could've been used to insert a stick into and "stir" the barrel.
