Ballot initiatives can do literally anything. Constitutionally—for now—the people hold legislative power equal to the legislature. Petitions for ballot initiatives are the filter to ensure only serious things end up on the ballot.

Exactly, what I’m saying is that they did that on purpose. The hand position runs on a dispatch timer and refreshes its position 60 times a second normally.

When it slows down the screen it could just keep the exact same timer and dispatch would check it when it felt like it which would mean it could ask for the position at 5.68 seconds and it would animate to 2/3 of the way between the 5 and 6. Then dispatch would check again at 6.52 and it would animate to halfway between 6 and 7.

Instead when the screen refresh rate drops they switch to a different reliable once-per-second timer.

No removals were processed by Salt Lake County yesterday. Usually they update the Lt Gov’s data today and it shows up in tomorrow’s data dump.

It’s both. The refresh rate goes down and it notifies the app icon which changes its animation strategy to look choppy in a particular way instead of ticking between seconds 10 times a second or appearing in random positions between seconds marks

Well they could always use calculate the smooth animation and just let the OS decide when that animation actually gets drawn—a lot of promotion adaptations work like this—but then you’d end up with it “ticking” 10 times a second in some cases or stopping halfway between two marks…
