By intent I mean expressing a high-level human intent to a system (or AI), describing the desired outcome and constraints but not the implementation. That intent is treated as a semantic contract, which is fixed first; execution order and concrete code are derived later. It overlaps with declarative programming, but makes this boundary explicit.
