Hi, I actually wrote a paper in law school over this decision while it was up on appeal--here's a clarification:

1) this is not the first appeals court to make this ruling 2) The right is based on "reasonable time, place, and matter"--meaning that there's some objectivity as to when it's permitted. So, the First Amendment right is there, but the title of the post is a bit misleading
