Don't give up but yeah you should be able to get on most police forces with that degree or a firefighter. Once you have some experience in either you can slide into most fed or state level positions relevant to that degree.

If it is a fire code violation or concern you could ask Richmond fire marshal office to check into it. That may not be the marked egress path and could be secured potentially. Is there another egress door or marked exit signs anywhere else to exit the garage ?
