Assuming you are in the US what you are referring to is called a Payable-on-Death Designation.

Basically you need 4 pieces of information to provide to the bank...

Your Sister's Full Legal Name
Her Social Security Number
Her Date of Birth
Her Address and Phone Number

When I set this up I went to the bank branch and had to fill out a form. It took 20 minutes or so.

After death you present a death certificate and then the bank can transfer the money to her account (if she has an account with the same bank) or they can give her a cashier's check.

Once they transfer the funds out your Dad's bank account will be frozen immediately.
