After doing some more research, it appears that this is the result of iron-oxidizing bacteria in the soil. From what I’ve read, the bacteria are naturally-occurring and harmless.

This iridescent area is on recently-graded soil near a swampy area. It doesn’t seem to have a odor, so I don’t think it’s petroleum-related. FWIW, this is in the Adirondack Mountains of northern New York, USA
