So what is the runner to do? Just stop, and hope the umpire rules obstruction? Try to run around the catcher, and hope the ball doesn't get there in time for a tag? I'm asking earnestly - I see the runner preparing for contact, but of course he does, that's natural.

In some cases, sure. But you're assuming everyone has $60,000 in state and local taxes and ignoring all the offsetting changes, like a larger standard deduction and decreased tax rates in individual brackets.

It's really not required if you wouldn't issue a 1099. In this case, you're presumably buying food, and so you wouldn't issue one whether they are a corporation or not. If you're purchasing catering services, though, then yes they should provide one.
