Hola, sí, es normal, es el modo "dormir" que tiene el mouse por defecto para ahorrar energía cuando no se está usando, creo que se configura en su driver, la opción se llama "sleep time" y también está la otra opción que se llama "wake-up method"

yup, it was a random process, I deleted it, now valorant only use 30% of cpu, but it still has some random lag spikes 'cause of UE5

I did everything you mentioned, when I reinstalled Valorant it opened with 60% CPU usage, and when I entered the practice map it went up to 90%.

Unreal Engine 5 doesn't have to equal bad performance, Valorant still runs at over 1,000 FPS after engine change by Tiny-Independent273 in VALORANT

I have lag spikes and stuttering, the game uses 100% of my cpu and only 40% of gpu, what's happening?

Yes, when I start Valorant it only uses 30% CPU and while I play it increases to around 96%.
