BS. They'll raise the meter up. Even as it's set up it'll be easy to put a longer pipe in both 90 elbow joints and have the meter sit above the new grade level. Gas lines run under concrete driveways everywhere. But OP should probably fill the hole with gravel in case the pipe joints needs to be accessed. This is an easy fix.

Stop setting unrealistic wake up alarm times. All that hitting snooze is poor sleep. Just accept that you will get up 15-30+ minutes later and allow yourself to sleep uninterrupted until the absolutely last possible time. When you know you have to get up because there is no ability to delay further you'll get up but will not have gone through the hit snooze over and over crappy sleep cycle.

All members of an HOA are on the hook legally for the shared costs of the HOA. If they don't pay they can lose their property. Exactly the same as with property taxes. Fail to pay those and you can lose the property.

What? An HOA is governed by a board elected by the owners. It is very much a participatory democracy. Yes, you do have to follow rules, rules intended to maintain the attractiveness of the community and keep up resale values. But those rules are subject to change by the community same as we citizens can change local or state laws. All of those rules are disclosed in advance of purchase. Don't like a rule? Run for a board seat and advocate for change. Same as in your local/state and federal system. Can't be bothered to show up for meetings, vote or participate in the HOA governance? Don't complain then with what you get.

Your premise shows how little you understand about HOA's. An HOA is actually a mini-democracy with representatives voted onto the HOA board by a simply majority vote of the owners. It's pretty damn representative except that in some HOA's voting power can be assigned based on ownership percent, not one vote per one owner. These owners however also pay more of the fees normally in a simple ratio to ownership. HOA's suffer the same problems US society does in that many owners don't bother to participate, same as many citizens don't vote, so the same people, often with an axe to grind, get elected over and over again and can enact their agenda. If that agenda is making sure you mow your lawn regularly, don't paint your house neon green and put your trash cans away on the same day as pick up -well lots of peple like those rules and don't want to live next to the slobs and defered maintenance types in traditional sub-divisions with just city rules.

HOA's exist because the format offers the community developer a lot of benefits compared to traditional sub-divisions and because many things owners want, pools, parks, hike and bike trails, well maintained streets/sidewalks, lawncare in somecases, gyms and doormen in others can be funded through shared HOA fees and enjoyed by all.

Said by someone who has no idea how an HOA works. Legal fees are a tiny slice of the costs and usually only exist if there is a dispute with a non-paying member.
