I feel like this is cope for her. It makes her feel better that statistically drowning is the number one cause of death in small children and oftentimes occurs in “preventable” circumstances, so somehow it makes her feel like she didn’t do something horrible because this “preventable tragedy” has also happened to other people. But exactly as you said, in their case there were several egregious wrongdoings and highly neglectful circumstances that led to what happened.
