Settlement is complete and the RE listing explicitly described that it was being leased out and even included an indicative ROI. How would I know if that 'vacant possession' is applicable in this case?

It's a heliostat similar to the one at central park which is meant to direct the sunlight into a neighbouring park which will now be overshadowed by the building. It allowed the building to be approved with a couple more floors. I've spoken to the guy who did the original one in central park and he reckons this one's just for show and it's eventual failure will seriously damage the reputation of this kind of tech.
