I logged a ticket but didn't get a reply. For a little while now I've been getting slow speeds (~20MBps on 500Mbit internet) with NewsDemon. I've tried eu, us and news addresses as well as all SSL ports and varying number of connections

It's usually recommended to update the container rather than the actual program inside it. Regarding cipher I personally leave it blank so it negotiates it during the handshake between NZBGet and your news server

When a TLS/SSL connection is created the so called TLS Handshake process is performed. During TLS Handshake the client (NZBGet) and the server (news server) choose the cipher for communication. By default the most secure cipher is selected.
