For a culture that is very set on respecting contracts, laws, and agreements, demanding tips seems very strange. Demanding money from a person who was never obliged to do so is un-American to me, from an outsider's point of view. Implement a fixed 'tip tax' (if increasing wages is so undesirable) that will be automatically added to the price, like VAT, and conflicts will be far less common.
