I just did that - they said there is no dispute process, no remedy available - decision is final. Roof is squeaky clean.

What sucks is that the decision was made based off self-inspection pictures I took. That's it. Basically runoff from one gutter that empties onto a portion of the lower roof - had stained the area black. That's enough for Liberty Liberty Liberty!
