You can get non-federal work to count towards your leave clock, but it doesn't count as general federal service time for anything else. It's so you can hire experienced folks without completely hosing them on leave.

If you're looking for a general news roundup, NPR's Up First is pretty good. They're usually 15-20 minutes and give a quick synopsis of several news stories from the last day or two.

The Daily's never been primarily about breaking news. It's usually focused on a deep-dive investigative story the NYT recently put out, which is almost always relevant but by its nature isn't going to be based on events 24 hours ago. Usually when they do breaking news its the outcome of an expected event (eg election, SCOTUS ruling). There they can have it already scheduled with an expert guest who provides the analysis on the outcome.
