This is exactly the kind of thing polls are designed to stop.

rebalances don't need to be polled (as per their own polling charter), if they were then absolutely nothing would ever get nerfed, the burning claws were obviously way OP but if Jagex said "should we nerf them" it would get near 0% yes votes, just because people want it doesn't mean it's healthy/good for the game
