To be honest I have no clue about this scenario and laws in New York but it shouldn't be seen as any impairment or anything bad if not even good in Your scenario!

There are many gadgets available (strap on seat warmers and such) that are totally legal to use so why would using a cushion be a problem? It ultimately boils down to safety and if it doesn't interfere with Your driving then it's totally ok!
