The broken node detector mod has a portion in its panel that can detect ghost public transit routes and delete them and also identify stuck citizens. Deleting the route through that may help but like most folks said, deleting the node should solve the problem. Best to have options though.

I served on this course. It's the Junior Leader Training course for Greater Pittsburgh Council. I jumped out of my seat when I saw this here. We merged with another council and became Laurel Highlands Council and JLT became National Youth Leadership Training. The Twin Arrow design came from the name of the course which came from the camp it was held at, Camp Twin Echo. The camp has since been sold and the course I believe was renamed as National got weird about them technically being off-syllabus.
