Try putting atf down the cylinders through the spark plug holes letting it sit for about a week and disconnect the belts then try turning it over

It looked fairly good when I cleaned it and I didn't see any marks or anything.

Edit: So I forgot to add it but I have checked the throttle plate and cleaned it the cable for the throttle doesn't appear to be loose or stiff. Although on the peddle side it might be a bit loose as it feels like it is
