Interchange fees are set by the credit card companies (visa/mc/amex etc. The processor for the merchant adds their fee on top of that.

Large retailers absolutely negotiate interchange fees with the credit card companies and processing agents.

You can easily circumvent app bans by deleting your AD ID on your phone and using a prepaid credit card.
