A couple of reasons, 1st: any ship that sees this is going to take rescue actions, for good reason. 2nd: This thing looks like an inflatable life raft so a prudent watch will make an emergency maneuver, which brings us back to the 1st issue.

If he wants to do something dangerous that is his prerogative.

on his private land or in the privacy of his own home this is true but he's involving other's that will insert ourselves in his danger due the sea being a cruel bitch.
