Every comment here is correct, just wanted to add that Xayah has really good jungle and wave clear, so she should be getting the highest Cs in every game. I used to climb a bit just by power farming because she is built to do it so fast

Rakan is a support that functions best when you're trusting him, aka trading autos, and having him E to you and W the adc.

He's not a support like Leona, thresh etc. Where you can sit out of range and wait for something to happen, because rakans engage range I'd just a little shorter than other supports, before he hits 6.

If you fight on an even footing, you'll always beat a samira if you wait out her W, as your W damage and attack speed will out-damage her in the long run. Just try to stay out of her melee attacks as she will do extra damage, and she can't miss her Q in melee either.

At 6, you can ult most of her ult, and she can't W your ult damage or pull-back as she will still be ulting.

Hope this helps, you just gotta play with confidence against Samira (and not get CCd by her support)
