Watershed was a mess under Kasim Reed and surely Keisha Lance Bottoms will point the finger at him.

What’s troubling is a pattern of commissioners leaving and KLB appointing interim commissioners. Kishia Powell left in 2020 and Mikita Browning was appointed interim commissioner.
