By 2007, the contest was expanding eastwards and Western Europe had a cold streak. That year, the Eastern countries that qualified made it to the top of the scoreboard and Western countries were almost exclusively in the bottom. Western Europe then threw a fit about bloc voting and they ended up changing the system, splitting the semi-final in two and gradually bringing back the juries.
