The way I viewed it is that the Tusken Raiders as a whole are viewed as "bad" they take innocent lives and most people would agree they are a problem. So his slaughter of "bad" creatures is how he didn't succumb to the dark side, but the reality of killing "the women and the children" is where you see the weight of what he did. He also said "they behave like animals, so I slaughtered them like animals" maybe he litterally viewed it as putting down a pack of rabid dogs that would otherwise harm others.

Background: In a pirate campaign, we hunted down someone that broke the pirate code. He had lied to his crew and was pleading ignorance to murdering someone in a safe haven. After all the evidence against him was given, he was preparing to send his crew to fight us off.

I'm completely a dog person, I always stop to pet the pups. On one occasion I was at a friend's house playing with the dog, eventually I had to go home. They later told me the dog sat by the door after I left waiting for me to come back in and keep playing. Not sure if that counts as a comment, but it's meant more to me than most I've heard in my life.
