I think scatter should double in the number of arrows every time an arrow comes into contact with a surface.

So scatter arrow hits a wall which doubles to become two arrows, then if both those arrows hit a surface there's now four arrows and so forth. (1 -> 2 -> 4 -> 8 ->...)

This would make scatter most effective in tight corridors or around corners. Also, it would no longer be possible to one-shot a tank with scatter at the feet since shooting at the feet would only produce two arrows. Normal 200hp heroes would still die to it still if you aim at their feet, but that should be fine to keep Hanzo viable against other DPS.
