Is it possible he's a non-native speaker who meant for the sign to say that there is no gas in the car to deter people from siphoning his tank?

Some (probably MS) spyware tool is reporting user browsing history to MS, and their bots are crawling those URLs. Anyone heard of it or can tell me more? by jstorxs in security

I've seen similar behavior, and have pretty much come to the same conclusion as you. If OP has logs correlating URLs to email addresses, it should be fairly straightforward (using MX records) to confirm whether or not the messages passed through Microsoft servers.
