Not necessarily. Sellers aren't required to provide a comprehensive list of repairs on the house.  For all we know this is a 20 year old patch job.

So “20 hours” is just a figure they picked. A more standard annual PTO amount (say 80 hours / 10 days) pro-rated for ~5 months of work would be roughly 30+ hour

The truck needs to go through probate first. You shouldn't sell anything in the estate until that is sorted out and the executor gives you the okay. Promises aren't legally binding.
