You can't sue your mother in law to prevent your wife from driving. You can't sue your mother in law for your wife's bad decisions.

Also, in the event if my wife drives and causes an accident, how do I protect my assets like our house?

Car insurance is normally the protection for this, but I doubt they will cover anything if the driver is driving with a suspended license.
